OTTAWA — A federal infrastructure financing agency is going to put some money behind a few final, financially risky steps in Via Rail’s high-frequency rail project, sources say.Two sources speaking on condition of anonymity because the details are not yet public say the Canada Infrastructure Bank will cover the financial risk for the last few studies and other requirements.The sources didn’t say how much money will be provided or what would specifically be funded, but the agency’s backing could help Via more easily find a private partner to cover the cost of the proposal.Announcements are promised Tuesday in Trois-Rivieres, Que., with Transport Minister Marc Garneau and Infrastructure Minister Francois-Philippe Champagne, and also in Peterborough, Ont., with Gender Equality Minister Maryam Monsef, the local MP.The rail company wants to build a multibillion-dollar new network of dedicated passenger-rail lines in Ontario and Quebec, so its trains will no longer have to yield to freight trains on borrowed tracks.Transport Canada has been looking over the Via proposal for more than a year.The Canadian Press

This new cancer is still known as breast cancer even though it is in a different part of the body.Treatments are continually improving and women often live for many years, however, expenses and complex procedures can take their toll on the patients, their families and their carers.A significant percentage of breast cancer patients in Australia is of migrant background in which case, language can be a problem, researcher Spiri Tsintziras notes. For this reason Breast Cancer Network Australia (BCNA) plans to develop resources translated into Greek and Chinese for women affected by secondary breast cancer and their families. To ensure the information is relevant and culturally appropriate, BCNA is conducting focus groups at the Australian Greek Welfare Society with female patients and their support persons. “I am helping BCNA create information for Greek women with secondary breast cancer, whose breast cancer has spread to other parts of the body,” Mrs Tsintziras tells Neos Kosmos.“As you may know, this is a very difficult subject for our community to talk about, and there is no information at all for this group.”This focus group is part of a research study conducted by the Cancer Network in collaboration with the University of Sydney in order to determine the needs of secondary cancer victims. “We want to learn from the patients’ experience and gather information to support Greek people affected by secondary breast cancer in the future,” she explains.“Essentially we bring women together to talk about their predicament so we can identify what sort of support they need.”BCNA conducted a similar survey with women of ethnic background two years ago, creating resources and support groups for patients at the early stages of cancer. Similarly, the Network wishes to create resources for women with more progressed stages of cancer.“Research focus groups are important for the women who are currently suffering but also for the women who might find themselves in the same predicament down the track.“We want to bring these people and their carers together at the table and come up with effective action plans to help them get through this journey,” Mrs Tsintziras continues. “We need all the support and information we can get from the Greek community.”The focus groups are an ongoing program of the BCNA. WASHINGTON — President Barack Obama ordered grisly photographs of a dead Osama bin Laden sealed from public view on Wednesday, declaring, “We don’t need to spike the football” in triumph after this week’s daring middle-of-the-night raid. The terrorist leader was killed by American commandos who burst into his room and feared he was reaching for a nearby weapon, U.S. officials said.Several weapons were found in the room where the terror chief died, including AK-47 assault rifles and sidearms, the officials said. They spoke on condition of anonymity as they offered the most recent in a series of increasingly detailed and sometimes-shifting accounts of bin Laden’s final minutes after a decade on the run.Obama said releasing the photographs taken by the Navy SEAL raiders was “not who we are” as a country. Post a comment San Francisco could soon become the first city in the US to ban the use of facial recognition technologies by city agencies.The San Francisco Board of Supervisors rules committee on Monday unanimously approved the “Stop Secret Surveillance Ordinance,” which would require supervisors’ approval before agencies — including the police department — could use public funds on the technology. The ordinance faces a final vote before the full Board of Supervisors on May 14.The proposal is intended to combat an emerging technology that some believe contributes to the creation of a state where all people are under constant government surveillance, according to Supervisor Aaron Peskin, who introduced the ordinance in January.”Good policing does not mean living in a police state,” Peskin said in a tweet. “Living in safe and secure communities does not mean living in a surveillance state.”Facial-recognition technology is commonly used for everyday tasks such as like unlocking phones and tagging friends on social media, but privacy concerns persist. Advances in artificial intelligence and the proliferation of cameras have made it increasingly easy to watch and track what individuals are doing. Law enforcement agencies frequently rely on technology to help with investigations, but the software isn’t without its flaws. Last year, the ACLU revealed that Amazon was selling its facial recognition technology, Rekognition, to law enforcement agencies in the US, including the Orlando Police Department. An ACLU test of Rekognition in July found that the system mistakenly confused 28 congressmen with known criminals.”The propensity for facial recognition technology to endanger civil rights and civil liberties substantially outweighs its purported benefits,” the proposed ordinance reads. “And the technology will exacerbate racial injustice and threaten our ability to live free of continuous government monitoring.”The concern has gained traction in the Bay Area, which is home to Silicon Valley. The Public Safety Committee in the neighboring city of Oakland is set to consider a similar bar later this month. The argument went to such an extent that the TRS leader’s men got ready to beat up Umakanth and his friends. As the Senate majority whip, Cornyn will not just twist arms and keep Republicans in line. As the former chief of the Senate GOP campaign arm, he is likely to hover over Democratic senators up for re-election in Trump-friendly states, pressuring them to vote for Republican policies. U.S. Rep. Jeb Hensarling, R-Dallas Share And a Trump presidency is new terrain for Cruz: He will not have the Obama administration as a political foil. And with Trump in Washington, D.C., Cruz will not be the most bombastic voice in a thousand-mile radius. But even Cruz’s detractors concede he is wily and tactical, and most assume he will find a way to recover his relevance. He currently chairs two subcommittees, and convened dramatic hearings this fall on issues like internet sovereignty. While Trump passed over Cruz for U.S. attorney general, plenty of Republicans are openly lobbying Trump to nominate his former rival for the presidency to the U.S. Supreme Court. Such a nod would take Cruz out of the political ring, but would put him in one of the most powerful positions in the country for the rest of his life. Given his unpopularity in the Senate, he could fly through confirmation – if only to move him out of the chamber. But if that does not come to pass either, his 2018 Senate re-election race is already the most fascinating topic of conversation in state politics. U.S. Rep. Michael McCaul, R-Austin Bob Daemmrich/Texas TribuneNext to Cruz, there is no Texas politician more closely watched right now than McCaul. He could end up in the Trump cabinet as Secretary of Homeland Security; he could challenge Cruz in the 2018 Senate primary. Or, he could continue as the chairman of the House Homeland Security Committee until 2019, when he will hit term limits on the position under House GOP rules.Currently, those close to the border policy debate say they have no sense on how Trump will move forward on a wall. Will he continue to push for a literal wall or move toward more mainstream concepts like boosting fencing and border security technology?Whether as a cabinet official or House chairman, McCaul will be at the center of implementing that unclear vision. Should McCaul challenge Cruz, it will likely be a knife fight that will consume the state’s political class and donors. U.S. Rep. Kay Granger, R-Fort Worth FacebookThe lone woman in the Texas GOP delegation spent years consolidating her power on the House Appropriations Committee, and she will spend her next term atop a powerful Appropriations subcommittee, a status known in Washington as “a cardinal.” But her time as the senior Texas Republican on the committee could prove dicey. Trump’s campaign proposals feature a series of controversial legislative initiatives that will need to be funded, which is where the Appropriations Committee comes in. Some on Capitol Hill are expecting that committee is where horns lock between the legislative and executive branches. Looking to the future, Granger could be well-positioned to become the full committee’s chairwoman during a theoretical Trump second term. U.S. Rep. Kevin Brady, R-The Woodlands Allison Shelley/Texas TribuneIn some ways, the Trump victory killed the biggest policy initiative on Brady’s plate as chairman of the Ways and Means Committee: the Trans-Pacific Partnership trade deal. The Rust Belt, packed with voters against the deal, proved this presidential election to be the most consequential voting bloc. The trade deal was already on shaky ground but those results, and Trump’s outspoken opposition to TPP, effectively finished it off as a lame duck prospect. All that aside, any of the GOP attempts to reform the tax code, Medicare, Medicaid and Social Security will cross through Brady’s tax-writing committee. U.S. Rep. Lamar Smith, R-San Antonio Ryan J. Reilly / Todd WisemanThere are not many policy areas where Republicans are more eager to deregulate than on the environment, and much of that will run through Smith’s jurisdiction as chairman of the House Science, Space and Technology Committee. But also, Smith may be poised to serve as a committee chairman for the rest of his career, despite term limits on committee chairs in House GOP rules. Smith is currently the second-ranking member of the House Homeland Security Committee. The research was done on behalf of NASA, and was published in the online journal Advances in Space Research on 6 September 2009.The scientists built a variable gravity simulator consisting of a superconducting magnet that could generate a magnetic field strong enough to levitate the water inside every cell in the mouse’s body. Water is weakly diamagnetic, which means that in the presence of a strong magnetic field the electrons in water rearrange orbit slightly, creating tiny currents in opposition to the external magnetic field. If the external magnet is strong enough, the diamagnetic repulsion of the water in the mouse tissue is enough to exactly balance the force of gravity on the body.Scientists have previously levitated live grasshoppers and frogs, but this is the first time a mammal has been levitated. The mice were confined to a plastic cage, which had a base with holes to allow waste to be removed, and an open top to allow in air, food, water, and to allow the proceedings to be filmed. The cage was not necessary for the levitation, but it did allow the scientists to compare the levitated mice with non-levitated subjects in identical cages.The first subject to be levitated was just three weeks old. The tiny mouse was disturbed and disoriented and began to spin when it kicked out as though trying to find something to hold on to. With no friction to stop the spinning, the mouse became even more disoriented, according to Jet Propulsion Lab physicist Yuanming Liu.The next young mouse was mildly sedated before being levitated, and it was less agitated by the experience. The levitation experiments were repeated a number of times, and showed that the mice quickly adjusted to the conditions, even eating and drinking normally after a few hours of levitation. Even without sedation, the mice became quite comfortable floating in zero gravity.The powerful magnetic field seemed to have no short term effects on the mice, and earlier studies on rats showed there were no ill effects even after 10 weeks’ exposure to strong magnetic fields.The researchers are now applying for research funding that will allow them to study the physiological effects of prolonged exposure to microgravity, and to try to develop countermeasures that astronauts could adopt.More information: Magnetic levitation of large water droplets and mice; Yuanming Liua, Da-Ming Zhub, Donald M.
